Why does my 1998 Seadoo GSX Limited have 12 volt low when try to start? Seadoo hard start? - seadoo gsx

I have a 1998 Seadoo GSX Limited with the 951-engine in it. The engine has 20 hours in a reconstruction. Whenever I start the first time he turns always freshly loaded on the flashing light with a small 12V gel battery, and will not start. After about 15 attempts, fires and runs well. After starting immediately, it will be good to start the day. I also tried a new battery and that is not the problem. Any help is appreciated, thanks!
